The city of lights, France’s capital city has about 2.2 million inhabitants. To tackle environmental and global warming challenges, the City of Paris unanimously voted a plan to fight against greenhouse gas emissions generated by various activities in Paris: the Paris Climate Protection Plan. This strong commitment is based on a 'factor 4' approach and aims to result in 75% less greenhouse gas emissions from its own activities and those in Paris by 2050 compared to 2004.

Paris actively encourages new consumption patterns and breaking new ground in terms of low-carbon urban mobility, retrofit and new energies. More collaborative urban models such as the circular economy and shared financing are emerging and helping to propel the city towards a low-carbon economy. Paris intends to exercise its full powers as the granting authority for the public distribution of energy in Paris, with regard to the various concession holders, to cut consumption and increase the share of renewable energy.

Paris is a densely-populated, very built-up area with few open spaces. 10% of the territory is currently undergoing urban development. On these areas, the City of Paris will study the possible energy choices as a matter of priority, favoring as much as possible the use of local renewable energies or connection to the local heating system (CPCU – Paris Urban Heating Company) and/or cooling system (Climespace) networks, whilst also improving air quality. In this context, URBAN LEARNING will be a great catalyst to accelerate the implementation of an integrative urban energy planning.
 

Local working group Paris

The local working group associates Paris Climate Agency and all departments implied in urban projects: Urbanism, Mobility, Housing, Environment, Architecture, and Finance. In further steps, stakeholders directly involved in urban projects will be involved (urban planners, energy suppliers, social landlords, startups…).  Paris LWG is led by a steering committee including General Secretary, representative people from Deputy Mayors’ staff in charge of urbanism, climate and environment, Paris Climate Agency and all departments implied in urban planning.

The Parisien local working group works on governance of Parisian urban and energy planning and will establish the progress of a development operation in functional phases, whatever the subject of the development and the procedure used, and identify key moments to include requirements on energy. The work combines existing urban development zones and current projects analysis. The working group will also work on technologies and instruments to facilitate energy integration in urban (re)development processes.
