Data and Diagnostic Tools
Tools used in urban and energy planning need to provide solid solutions corresponding to the visions and targets set. That means that cities need to understand currently used tools and their relevance for integrating energy aspects into the planning processes. Working on the awareness of gaps and missing links, the cities should increase the knowledge on which tools need to be adjusted and how, and which innovative tools should be added.
The methodological approach for identification and mapping of tools at the disposal of the city administration applied by the Urban Learning project is composed of three steps. Overview is provided in the extension of this text, while detailed elaboration and results can be found in the deliverables of Work Package 3.
The first step was to identify all tools, currently used by each city administration, that have an impact on energy integration in their urban planning process. After the identification, cities had to place the tools on a map and select the most relevant ones to analyze them more accurately in the analysis grid. (See guiding principles in D3.1)
All the selected tools had been studied more accurately in a common analysis grid.
Around 30 questions for each tool have been asked to identify
- weaknesses
- strengths
- gaps
- and possible evolutions.
